I don’t think the situations are really comparable. There’s a big difference between learning from guest use of a new facility and making changes like your Walt story, and guests ignoring warnings meant to keep them out of unsafe areas and hazardous construction sites.Not sure if it’s true or not, and I don’t remember where I read it but I remember hearing that in the early days of Disneyland, Walt Disney noticed an area where flowers had been trampled by guests making a shortcut and his response was “we need to pave that - it’s clear that the guests desire a walkway there” - not “build a bigger fence”
Throughout the country, construction projects exist where pedestrian access is needed - there are many solutions beyond build a wall - the guests are at fault!
Honestly your example still rings true today. There are numerous areas all over WDW where changes have been made due to learning from guest use. Including many occasions where paths have been paved after seeing guests creating their own. Especially at resorts.
