I remember double negative from English.

Are you saying you would be surprised if volcano bay was included in the list of parks getting new attractions?

It may be extremely difficult to add a new attraction without closing a portion of the park during construction.

Closing the park may be the best way to add and maintain
It really wouldn't be hard to add even if the park was operating. It was planned for

I think it really depends on where they add stuff. If expansion involves taking over a chunk of guest pathways I can understand why they would take advantage of a seasonal closure to add something, if its in expansion space they could keep it open.

Which is why I don't understand this idea that a new addition explains or justifies closing the park.
Two birds, they can save a few bucks during the closure and get some needed maintainence done.

Or maybe they install the back half of the mountain with the star chamber......
