Saw the Queen of Hearts at Epcot once. Thought that was strange.

What you are saying is really not too far from the truth. The problem with villains is that they must be protected from the guests. The villains are often kicked, pushed and otherwise assaulted by both young and old guests. They require a much higher level of security and therefore Disney does not bring them out very often or in large numbers. The Big Bad Wolf used to get hurt a lot due to guest assaults.
