value resorts filled?

I'm looking at all value resorts available March, April and early May 2020 and there are none available. Do you know if Disney holds some rooms back until closer to the month I'm looking at? It doesn't make sense that every single room is taken this far out.

I just did a random search in March and all the of values showed availability. This was the first week of March.
