In the discussion surrounding WDW’s Villain’s Land and the potential changes it is undergoing, Steve (site owner of WDW Magic) suggested that “something big” could be in the works for the West Coast, rivaling or overshadowing the news reel for Villain’s Land.

I dont think you are being unreasonable. But then early concept art can always be iffy, especially since D23 Expo has pushed Disney to announce things that they really aren't ready to announce. There is something else that will likely surface soon that is perhaps even bigger.

i had a dream last night that Disney purchased enough land for a third gate. We’ll consider it prophetic.

To me this would have to be something that will be revealed through permitting, land acquisition, or logistics with the city.

That’s why I’m less inclined to think Tomorrowland and more inclined to think west side Disneyland Forward expansion or something on the Toy Story lot. There’s also the possibility that the Eastern Gateway has been shifted to reveal something different going on with the backlot.
