I can see Disney wanting to delay until the next
election or beyond, but it still done little since Cars Land opened that threw open the resort’s potential. Still, even with a favorable business climate, it slow walked development.

They have delayed the parking situation for many decades and are now finally doing something about it. Inside the resort post-Cars Land they have had other priorities including SW:GE.

Hotels were not at the top of their priority list. So now that a 4th hotel is moving forward I don't see them looking to add a 5th anytime soon. As @Darkbeer1 indicated maybe Paradise Pier gets replaced at some point. Personally if a 3rd gate is not going to happen I'd like to see them create a themed hotel (maybe even SW) and large parking structure on Toy Story.

Daniel, right now PARKING is the priority, and until a solution is found, nothing else will move forward, even with the three new structures (Pinocchio 4th Hotel, and Simba), they are short of spaces. Maybe when 2 more structures (Pumbaa and a CM structure ) are built Disney might look at PPH for replacement.
Parking and Hotels can both be fixed at the same time and in fact they are. So the issue is another additional major parking structure and hotel should be proposed shortly after the new hotel is completed. Late, but not impossible. However, on the MiceChat podcast, Disney will want to begin replacement of the 3 towers of the Disneyland Hotel.

My sources, for what they are worth, say the PPH is a much higher priority than the DLH. The costs of running the PPH are fairly high due to older construction, and energy use, plus room size. They think they could increase the room rates to match the DLH rates at least, plus create a total new theme for the property. Disney always talks about replacing the DLH Towers, but they have done a lot of work to make them more efficient over the last 10 years or so. Building a new larger Hotel on the PPH site would allow Disney to offer a good substitute while they work on one tower at a time after the PPH replacement is open.

But then, most folks were shocked, including myself, when the Western Gateway project was announced (not the 4th Hotel, everyone knew that was coming), it was the Pinocchio parking Structure.
