it would look downright stupid with a transit authority over the lands. 19th century western town with a transit authority towering over it? I think not. Would you ever see one in the middle of a jungle? I think not. As for Fantasyland, if it were high enough, it would work. But that would be prohibitively expensive. I'd rather see the money spent on Fire Mountain, and if disney wanted to spend money on MK, that is the type of thing it would go to: an e-ride. And now, the transit authorities would not be popular. The reason TTA is popular is because it's the only one and you don't really see it at other parks. If you are comparing Pan to Pooh, then I would say make a transit authority for Fantasyland in which you hang under the track, are lying down, and call it You Can Fly! THAT, I would enjoy. It'd be a little nausiating...so they'd have to solve that problem first...but it'd be innovative and fit in. I would actually love to see a batflyer coaster 20K lagoon...and have something like the bumper boats at DisneySeas actually in the lagoon. As for a mine ride in Frontierland...it wouldn't be a TTA, b/c it would be underground (it's a mine...I have yet to hear of an aboveground mine) or it would need its own ride building. If they were going to go that far, I would say build an Indiana Jones ride in the west (watch the beginning of The Last Crusade)

It would look great to have a transit authority-type ride in the other lands. Naturally it wouldn't be called a Transit Authority OR look like the one in Tomorrowland. They could be themed as a mining car or jungle trek, something like that. It definitely wouldn't be difficult to fit it in with the rest of the particular land's theme AND it would be popular. TTA is popular because it's a very relaxing attraction, and people know it. They can go on a ride and just relax for the 10 minutes it takes to get around. That "You Can Fly" suggestion is just plain idiotic on too many levels to name. You obviously haven't watched a lot of Westerns. Some mining cars are used in the outside to transport whatever's being mined, so that's what it could possibly be themed as, a Mining Transport. An Indiana Jones ride would definitely be welcomed and a certain crowd-drawer, but a TTA in other lands would be the same, except for the crowd-drawing because it's a constant-loader.
