It never made any sense to me either but I am sure they have their reasons.
 
I would have to agree with Peter11435 on this one.. The only part that is blacktop is becasue it is suppose to represent a street? That is probably not the right answer but who knows

I can think of a couple of reasons:

1) An accidental flight into the area, where a plane strays off course.

2) An Authorized flight, for a Disney CEO or Exec, the President.

3) An emergency, lets say there is some kind of accident the requires a guest to be air lifted out they would have to have the lights.

4) All of the attractions mentioned except Expedition Everest had been built before 9/11 and before the No-Fly zone was put into place.

The Wyndham Buena Vista Palace is also 27 stories tall

As there is an airstrip on WDW property, methinks they would err on the side of caution. Airstrip = air traffic close to the ground = need for warning lights.

So, how tall does that make Wyndham? 270'?

I can't seem to find the height in feet anyplace, I found this on their website:

Facilities:
Number of Rooms - 1012
Number of Floors - 27
Number of On-site Restaurants - 3

Well, it would have to be at least 216' feet tall.

27 floors x 8' ceiling height.

And that doesn't take into account the depth of the floors and ceiling.
