Except, wouldn't 2 hour waits accomplish the same thing? The virtual queue actually gives many people an excuse to NOT buy ILL. It's also not a situation where the number of ILLs would change if the system shifted to a traditional Standby. It's unlikely it would shift the sales at all. I can't imagine the ILLs frequently go unsold.
