The answer is....

a, b, and c

(A) -- In the 80's, Sea World was for sale. Disney was one of the bidders. The idea for DisneySeas actually started here. Disney wanted to take over Sea World and incorporate it into Disney World. Imagineers penned a plan to "Disneyize" Sea World and transform it into DisneySeas. Anhauser Busch ended up out-bidding Disney, and Disney decided against raising its bid.

(B) In the 90's, the name DisneySeas surfaced again. Disney proposed building a DisneySeas on land it had acquired in Long Beach, CA. Disney also proposed building WestCOT (a West-coast version of EPCOT) in Anheim, where DCA now sits. The idea was to build the park whose city gave the most in financial incentives. Neither city was willing to give Disney everything Disney wanted, so Disney pulled the plug on both projects.

(C) Today's DisneySeas in Tokyo had its roots in answers A and B, though TDS is far from what both the Orlando and Long Beach DisneySeas would have been like.

(D) No DisneySeas was ever proposed for DLP.
