They do, but an unfortunate side-effect is that it often stalls the line as people will stop to play (and parents aren't always great at shuffling their kids along).
Stalling doesn't matter, though, does it? Everyone in the line still remains in the same order. The only way it could be a problem is if the gap created extends all the way forward to the FP merge, letting through more FP-ers in front of you than would have been otherwise. (Or, more dramatically and unlikely, if the gap grew all the way up to load and some empty vehicles departed.) As long as those who play on the in-line stuff move up fairly regularly, there is no change to your wait time.

Edit: To be fair, you didn't mention wait time, only "stalling." So, yeah, it is nice to be moving continuously, rather than being stuck, even if wait time is the same.

More edits: If my kid is playing, I just let people behind me go by if they want to.

Oh, I understand that, but not everyone does...I've seen people try to by-pass those playing and get super testy that the line isn't moving and there's a big gap.

That’s what happens at Haunted Mansion.

I was watching a live stream today and when entering Toy Story Midway Mania they had to walk through a backstage area. Anyone know why that is happening?
If that is still happening. They have been having an issue with the fire curtain in that section of the queue. If the curtain is not working properly, they cannot have guests in that area. It is a fire hazard.

Went today and there were very low crowds. Smugglers run 60 mins, toy story mania 30 mins, ToT 10 mins, slinky dog 40 mins, etc. Galaxy’s edge is missing that wow factor Pandora has but at least the shops are well-themed. Also, blue milk has an indescribable fruity essence with a dairy after taste, despite being non-dairy. I didn’t like it— drank about 1/4 and had to throw the rest away.
