Late to jump in here, but I've always looked at it as the sign having fallen down the facade to a spot lower than where it was originally, either immediately after the front wings disappeared, or in the following decades while the hotel was abandoned. And that its precarious appearance implies it could collapse and fall off at any time.
If you look closely at the facade, there's a little alcove directly above the "The" that would correspond to where it would be in the upper position. In the center there's a catwalk-to-nowhere above the D that would line up with the back of the sign if it were in its original location.
I even vaguely recall reading the phrase "the sign has partially collapsed" in reading an early description of the attraction, either online or in a vacation guidebook. I'll see if I can figure out where that was.
