If they were that tall the person pushing wouldn’t be able to see over them.
No kidding! Let's be honest here, no one would be able to use them much if they were all that tall.

Looks like the post was just deleted, but here's a link for @wishicouldgomoreoften to show a picture of one being loaded up

Yes, they don't. They lean around and look. I stay mostly at Jambo, so I am most familiar with their housekeeping carts. It has been some years since I stayed at OKW, BCV, SSR. Have not stayed at Riviera yet. (Or off propety resorts.) So maybe it is not all resorts that have the great big carts. It is all I remember seeing.

That is a good picture. Thank you for finding it. Well obviously I am wrong. I don't remember seeing one that short as the front one, but it is definately in the height you described. The back one, which shows only towels, is what I usually see at Jambo, not holding just towels, but also the toiletries in the top shelves, toilet paper, coffee supplies, glasses, coffee mugs, paper plates, etc. The towel carts are bigger, and I think darker brown. The ones with all the supplies have sliding doors that slide up and down to keep unwanted pilfering off their carts. They don't take them into room, but leave them outside in the halls, and go in and out to get what they need. I think they are about 5 ft tall.

Yes the ones in the back are ones I've seen at times, but they still aren't all that tall as I could see over them (again I am 5' tall). The ones at the pool I've seen are much taller, but they have 2 CMs pushing those around usually.

Thinking back to my trips I think there are two kinds of carts. The ones that hold the cleaning materials etc that the housekeeper needs to clean, with space for linens and towels for a room. The housekeepers wheel these up and down and park them near to the room they’re in.

The tall ones are usually one on each hallway, which hold loads of sheets, towels etc where they replenish thee small carts from.

and I have never seen any only 3-4 feet tall! You know a doorknob is 3 foot high. You have seen housekeeping carts that low????
A light switch is 4 ft, 2in high. You have seen housekeeping carts that were not as high as a light switch???
I get what you mean about the tall housekeeping carts that are 5–6 feet - they’re not what most people picture in a kitchen or back-of-house setting. What you do see a lot in commercial kitchens are low-profile janitorial/utility carts that stay much closer to waist height, well below a light switch. For instance, this Rubbermaid janitorial cart is a shorter, open utility cart that doesn’t tower over you: https://www.allpointsfps.com/86716-black-janitorial-cart-rubbermaid/ Those are the kinds of carts that are often used where space and visibility matter, and they’re a lot closer to the 3–4 feet height you mentioned.
