Touring Plans with Extra Magic Morning hours.

The touring plans I intend to follow do not differentiate between a normal opening and the Extra Magic Hour. So my question is, some of the steps for the mornings have you getting a fastpass for attraction A to use for later, but what do you do during the extra magic hour, are fast passes distributed then, or do you have to wait until the park opens to get the fast pass?

FP's aren't distributed until the park officially opens. Even at night during EMH I know that most rides have eliminated FP's, the only one in MK is Peter Pan's flight that had it when we went last month and I even ask at Soarin in Epcot and they told me that they don't have FP's during evening EMH anymore.

We also questioned what to do with EMH and touring. We are just going to follow the touring plan during EMH and if the line is too long come back later for a fast pass. Hopefully we will be ahead of others concerning rides on the tour guide who don't have the option of the early entry. I just hope the park isn't too crowded because of EMH. We don't have hoppers so we can't move to another park. When are you going?
