Sadly, I cannot say whether or not these are truly the best, as I haven't eaten in every restaurant in WDW, yet. Those that definitely do not make it on the list include: Chefs de France, L' Originale Alfredo di Roma Ristorante, and the Sci-Fi Dine-In Theatre.

3 Whispering Canyon (all-you-can-eat lunch can't be beat, i think i had 10 pieces of sausage and a pan of cornbread)
4 Flame Tree BBQ (add some of the hot sauce to the beans....*DROOL*)
5 Any Churro stand (Fantasmic, Mexico, Downtown Disney, if you know of more PLEASE let me know!)

There is a small stand in Animal Kingdom that sells churros but I don't remember where it is exactly.

The Garden Grill @ EPCOT Center was my favorite restaurant in all of Disney, until they changed the menu now it’s a bit further down the list.

1. 50’s Prime Time @ Disney/MGM
2. Cinderella’s Royal Table (is that what it’s called now?) @ Magic Kingdom
3. Coral Reef @ EPCOT Center
4. Garden Grill @ EPCOT Center
5. Tie for 5th Starlight Café (the old Tomorrowland Terrace) and Pinnochio Village Haus @ Magic Kingdom

I miss a few that are long gone now – such as the Backstage Restaurant at Disney/MGM back when it had the Big Business Sets.

Okay, for the record, Boma, Ohana, Earl of Sandwich, etc., are not in the parks! I was about to put the Earl on my list when I remembered the restriction myself. Man, those sandwiches rock. I'd open a franchise if it wasn't so much work. Anyway, my list, in no particular order, is

Yakitori House (tastiest counter service at WDW, in my opinion)
San Angel Inn
Tony's Town Square
Epcot Food and Wine Festival (if counted as one)
