Toontown question

What year did Toontown at TDL open? I know that the relationship between Speilberg and Disney had deteriated for a while and I was wondering if this was constructed before that period. I'm hoping that with Disney and Speilberg renewing a relationship, that WDW might construct a RRCTS in TTFair (or a newly constructed TT as rumors suggest).
