Tier options

Could someone explain the tier process please? This is the first I've seen of it and don't understand it at all. TIA

At HS and AK, you have tiers. At each of those parks, you can pick one FP in tier one and two in tier two at a time. Once you get through your three prebooked passes, your fourth and subsequent ones can be any tier.

Does it matter what order between the tiers?

No it doesn't matter what order as long as you have only 1 in tier one and the other 2 in tier 2. You could have a tier 2 fastpass, then a tier 1, and then the other tier 2 or any other order that suits your touring plans.
