So here's a start.

These pics taken back in Early Sept of this year show a waiting area on the North end of the building nearest Polynesian Resort on the West side of TTC. To me it looks to be some sort of queue area Perhaps an extended queue for the Ferry Boats or Monorails. Any ideas of thoughts. Maybe even the real reason it was built.

Fun thread idea. I had always assumed this used to be some sort of free picnic area with tables for those that brought their own food. No clue though!
I often tell my kids, look this is virtually then same as when the place opened. Wherever we are in the parks, for places I know that haven't changed or changed much. This place here looks like it was stuck in a time capsule and just opened.
Also, I point out the spots where they used to have turnstiles at TTC in between the ticket buildings. you can see the spots on the concrete still. I love all the history visible all around you even when something is gone. Just gotta know where to look. Unless they have replaced the concrete, like the did over by One Mans Dream in DHS. There they removed the survey marker that was there. Didn't replace it. I'm sure some construction worker has it in their house. LOL I have seen some of the Disney Survey Markers existing outside of Disney via the web in someones collection.

AFAIK it was a guest waiting area for watercraft, despite ferrys not originally being offered to reach the park. It is 1971 vintage.

I do recall on my 2014 November trip this being used..You can see that there are looped hooks on the poles as they can be roped up for queues which was used while I was there...

Yes. I have seen it where it has been used recently as queue space. Especially on those crazy days where the entire plaza is one big queue practically.

I don't remember it being anything other then what you see now, for as long as I have been going there. I used it to get out of a Florida evening storm back in 2008, but, I remember it being just the way you see it for years. I always thought it was from back when they had the side wheeler's going across Seven Seas Lagoon. But, that was just a thought, I really have no idea.

That was my initial thought, but the canopy at the edge of the dock was also there in 1971 too. I can only assume it was an overflow / inclement weather shelter.

Seems like it would have been a perfect spot for a restroom and they forgot to put the doors in. Or maybe a shelter for tour groups waiting for their transportation, but, it seem like it would have been a little off, location wise. Somebody must know... If you don't then I am at a loss. :( I do know that as I passed by it, I always have wondered what the purpose was.

It is also the cut through area for the break room/restrooms for the Vacation Planners CMs.

Funny thing, to the left of the picture are the west side TTC Restrooms. Up against the wall of this location. And beside those restrooms are CM break areas, etc.

I still feel that they were so excited having all this space when building WDW that the imagineers just stuffed random empty spaces all over the property. Why is there empty space next to Pirates? Because there can be. I also imagine the Imagineers having dance parties in these open spaces.
