Easiest way to test the water and not look like an cheapo or a schmuck: "I was curious there were any -fabulous- rooms we could upgrade to for a -fabulous- price."
It's in the way you say it, so you imply you want you a good room at a good price, and most front desk people people aren't daft and get it, but if you havent been chatting it up and established a good connected frst it might not get the point across and they might just quote you a price - but if you've been chattign away, they'll usually just pop back and see if they can upgrade you on the house. I've not always been upgraded, but i've never been offered the rates first.
