Theme vs. "Decoration"

Stuff like these images is what I'm talking about. Why would there be giant cutouts of characters in a "real" setting?
Marvel Super Hero Island predates the current run of super hero films that posit a super hero in our real world. The conceit is that you're more literally in a comic book, complete with its means of graphic representation.

But even in the comic book version of a super hero's world, there wouldn't be huge cutouts of the characters plastered on buildings. That is why Marvel Superhero Island is more akin to "All Star Resort" decorating than theming, at least to me. I guess the buildings' exterior designs and facade do a decent job of representing a comic book city, though.

It's not so much a comic book city as it is just a comic book.
