Agree somewhat, but they didn't have 25,000 hotel rooms to fill back then. If attendance was weak it certainly hurt the parks, but they weren't saddled with thousands of empty hotels rooms. In Dec 1988 the Caribbean (part of it) had just opened. We were in Florida and called up that morning and stayed for three nights. It was the only mod - no values; no DVC; few deluxes. And yet we got a room. Imagine trying to get a room today if there were that few available.
