I'd say wait until BatB is out, but they'll probably do that first anyway, so it could be open by 2018. The thing about TDR is they're always building new stuff, that's actually exciting. USO is the same way.

Side note: USO might not continue that for long. Rumor has it that the board and investors are getting tired of it.
Other side note: TDR is what happens when the park isn't owned by Disney

Unfortunately this is probably true. Hopefully they'll slow down after Nintendo though. And yes, OLC has been great for TDR.

Somehow this doesn't surprise me.. Dreamworks has been slumping since the Shrek movies ended.

Not exactly, they've been more of a roller coaster after the second Shrek movie, and those hand drawn animated films don't really count because they were considered beneath Computer Animation, like Dreamworks's Antx and Pixar.
