Well sure they could have been? However were Disney known for buying unreliable bulbs because if 7 out of 64 bulbs went on the same night (based on your assumption that none working bulbs were replaced nightly back then) they must have been purchasing some pretty bad ones. 1973 was certainly more than a year following the opening so you'd think that they would have sourced elsewhere if that were the case?I am willing to bet however that those seven bulbs were replaced that evening after the Park closed for the night way back then in 1973.
Today in 2025, that does not happen as often as it should….from a certain point of view.

Perhaps it could have been an 'electrical thing' that only happened the night that video was made (I don't know as I'm not an electrical person?) That's not a photo of the Emporium taken by somebody to prove a point that things weren't great back then, but rather a long video made in 1973 to show how great things were that unintentionally caught the bulbs out. Whilst watching the video I noticed the bulbs out and took a screenshot of it as it stood out to me. I probably wouldn't have even noticed it if it weren't for the fact that we're so often told that "That wouldn't have happened back in the day".
I agree that things aren't as good as they were it's just sometimes this old line of "You never saw bulbs out and not replaced that night like you do now" seems to not always be as straightforward as some say.
