Disney owns 50% of the rights to broadcast the character and promote it, in all the situations you have named. They only own the rights to the versions of the character found in the Disney/Disney promoted features, and not the rights to the originals (like, the original Roger Rabbit book in the 80's, or the original Tarzan)
They own the rights to the Mary Poppins character, but not the likeness (same for Bert).
They own the rights to the Genie as well, but not the voice (well... they can't go and doctor Robin Williams' voice without him saying it's ok, so that's where Dan Castalleneta comes is).
And about Roger,
he was designed by Amblin (ie. SPIELBERG), animated by Disney, and promoted equally by all 3. He's given the fact that Amblin designed him, that shouldn't even qualify him as Disney (but then again, the same could be said of the Pixar characters)

Phillip, i'm not attacking you, but realize this,
I work for Walt Disney Entertainment, and do a ton of work in special events. We get at least 1 request a month to book Roger (and a few others.. there are different rules with every licensed characters) for a special event, and on paper that is the reason that we have been told.
I questioned this at first, but having spoken to several people in Disney Corporate, Consumer Products, WDI, Disney Feature Animation, and the Studios (several of which actually worked on the movie) they all not only confirmed it, but told me they doubt that Amblin will ever change its policy.

(I'm still having a hard time finding him at MGM...and we all know why!) If he is appearing, which specific times, events and locations will he appear at during that time? Which other characters are coming to this year's Disneyana events? I bet there'll be rare/elusive ones among them, like at previous Disneyana events.
