ROGER RABBIT "IS" DISNEY...FOR THE LAST TIME!
DISNEY AND AMBLIN OWN HIM (AND HIS CO-STARS) 50/50, JUST AS HOW THE "POOH" CHARACTERS ARE CO-OWNED BY DISNEY AND THE MILNE FAMILY AND JUST AS HOW THE "TARZAN" CHARACTERS ARE CO-OWNED BY DISNEY AND EDGAR RICE BURROUGHS!
HE'S NOT (I REPEAT "NOT") COMPLETELY OWNED BY AMBLIN.

Not all Tarzan characters, I think only Tarzan himself... But I'm seriously staying outta this one.

ALL the "Tarzan" characters are co-owned by Disney and Edgar Rice Burroughs.

Disney owns 50% of the rights to broadcast the character and promote it, in all the situations you have named. They only own the rights to the versions of the character found in the Disney/Disney promoted features, and not the rights to the originals (like, the original Roger Rabbit book in the 80's, or the original Tarzan)
They own the rights to the Mary Poppins character, but not the likeness (same for Bert).
They own the rights to the Genie as well, but not the voice (well... they can't go and doctor Robin Williams' voice without him saying it's ok, so that's where Dan Castalleneta comes is).
And about Roger,
he was designed by Amblin (ie. SPIELBERG), animated by Disney, and promoted equally by all 3. He's given the fact that Amblin designed him, that shouldn't even qualify him as Disney (but then again, the same could be said of the Pixar characters)

I WAS referring to the "Disney" versions of Roger, Tarzan, etc., NOT the "original book" versions.

I work for Walt Disney Entertainment, and do a ton of work in special events. We get at least 1 request a month to book Roger (and a few others.. there are different rules with every licensed characters) for a special event, and on paper that is the reason that we have been told.
I questioned this at first, but having spoken to several people in Disney Corporate, Consumer Products, WDI, Disney Feature Animation, and the Studios (several of which actually worked on the movie) they all not only confirmed it, but told me they doubt that Amblin will ever change its policy.

Speaking of which...Roger is one of the characters that I'm hoping to see at the "Official Disneyana Mystery" events that are taking place next week. (I'm still having a hard time finding him at MGM...and we all know why!) If he is appearing, which specific times, events and locations will he appear at during that time? I really want to see him--consider this a "request" if you wish, Rob.
Which other characters are coming to this year's Disneyana events? I bet there'll be rare/elusive ones among them (including ones that are mostly only seen in parades or shows), like at previous Disneyana events.
I know the list, and I can assure you that Roger is not going to be there..
Expect a lot of Pixar, 7 little men, a blueberry alien with his Hawaiian owner, and some fab 5 among them. Roger doesn't even appear at MGM anymore, except under extreme and very rare conditions (in other words, on a cold day in hell)
also, as much as I personally wish that I could fulfill your request, I am not authorized nor empowered to do so... as is no one in WDW.

What do you mean by "a cold day in hell"? What kinds of extreme and very rare conditions are you referring to? (Maybe you mean that they only bring Roger out for meets as a "last resort" now, like with the Big Bad Wolf at MK? Can Roger do "last resort" meets at MK as well?)
