Yes, when he did the stunt in Florida, he was given a trespass notice for all WDW parks. That legal ban is only valid in Florida.

When he came to California, there was nothing illegal for him to enter the DLR parks. So he did another stunt here. And got read the California Trespass notice, witnessed by the Anaheim Police Department. And if he tries to step on DLR property without permission from Disney (They sometimes will rescind bans after a certain length of time, say one year, or 5 years, etc.), APD will escort the gentleman from the property, and decide if he needs to be arrested and/or given a citation to appear in court.
