Tampered candy?

This link is about a young girl who was injured when a Jawbreaker nearly did just that: It exploded in her face. Hopefully it wasn't caused my someone tampering with the candy. With Halloween coming soon, I certainly hope not.

Saw this on the news last night. Jaw Breakers are a no no here, just because I don't want them to choke. Disfiguring scars from candy!? OMG.
