Have heard that talking Mickey makes appearances in Town Hall but that he's not there all the time. Does anyone know the best way to guarantee meeting talking Mickey?

No
Every time I've went to Town Hall it's been talking Mickey. Perhaps there were issues when the system was still in testing, but as of the past few months (at least) he's been fine as far as I know. My roommate actually worked with Mickey there as an attendant and I never heard her mention any problems with him or anything like that. :)

Wait, does he have like a sound box or something that he talks with, or is it the persons actual voice?

It's actually a person who is 6 miles away in another building. Mickey wears a headset and there are cameras around the room. The Mickeys train "Shows" to do so they know when to animate. The person in the building tells the person who is mickey what show they are doing. And then they press a few buttons and Mickey says things.

So it's a two person job. And the audio isn't live, it's pre- recorded. So one person is telling Mickey the show and pressing buttons so the head animates and he says things, and the other is in the costume and doing the body/arm movements. So the head is not a sort of puppet like Mickey and friends in the castle show.

You are welcome! I have a few friends in the Magic Words (Aka talking Mickey.) program

Mickey was better when he was live. The look on those kids faces when he said their names and responded to their questions, amazing. I wonder why they didn't continue with 'live' Mickey, as opposed to 'pre recorded' Mickey.

"Live" Mickey was actually a test with some of the imagineer's children and the newest voice of Mickey.

So why wasn't the test successful? He looked and sounded amazing.
It was a one time event. It would be hard for 'Mickey' to animate a lot of shows. Also finding Mickey sound alikes would be hard as well. Disney went with a easier choice.
