Just because he was on Team Air for the final doesn't mean he shouldn't be able to nominate work for earlier projects of which he was not a part (he was still on Sea).

You cannot nominate a team or group you were in from a contest or a proposal/art you did when on one of those teams. For you it means you have a few exceptions given that you were on all the teams at some point.

These exceptions are that you can not nominate any of the teams for best team and you can not nominate any proposals you worked on with that teams. Proposals done on those teams without you are fair game though.
