Again - Create problems with corporate decisions. Monetize the "solution". Problem solved.

It's a problem to whom? People that don't like it but then decide to show their dislike by paying what Disney is asking? The shareholders say otherwise. Disney will beat the horse from both ends until there is no more money to take. That is business and they always find a way to capitalize. Like it or not.

It's a problem for park management. People complain, about FastPass, about lines, about waits, about transportation, about transportation waits. Offer a monetized solution for those people who complain. People pay to get around the problems. Thus, problem solved. And all of those managers and bean counters and executives who don't set foot in the parks get fat off of quarterly bonuses. It's a win-win for them, plus they keep rolling in the money, because people are constantly paying more and more for the parks. A behavior will continue until there is a negative consequence. As long as people pay, why will they (TDO/TWDC management) change their approach to anything?

Rat in Paris according to Wikipedia gets like 2300 an hour with 6 seats per vehicle. Alcatraz has 8 so it could be as much as 3000 but I doubt that.
Vehicle capacity is only one component to ride capacity. Dispatch time on an omnimover is a lot shorter but most of those only seat 2 guests per vehicle. Alcatraz's restraints may be more involved than Ratatouille or it's also possible the lynchpin isn't load/unload but some other cycle time in the attraction.

Take Frozen Ever After for example. While load/unload is the bottleneck in the operation (as it is for most attractions), if they were to double the load/unload area the bottleneck would switch to either the track switches and/or clearing out of the "Let It Go" room. The show or track itself would take more time than load/unload causing something else to limit capacity.
