Strobe lights in rides

My guess is that the poster was thinking of the on-ride camera flash on Splash. I don't have any first-hand knowledge of strobe-induced-seizures, but my understanding is that it's multiple flashes at specific rates. The Splash on-ride photo is a single flash (that's really only bright at night) for each log, unlike the on-ride photo on RnRC, which is a set of 6 flashes in rapid succession, one for each car as the train launches.
The single-flash also is the factor in PhilharMagic. There is only one bright flash that I can think of, a couple minutes into the show.

When going up the final lift hill, a strobe is used behind the Vultures. It's not heavy, but it's a strobe.

Philharmagic uses several strobes when Donald gets electricuted by the eel during Part of Your World. There are also strobe single flashes before the first blackout, and between I just Can't wait to be king and You can Fly.

Also in the Imagination pavilion at Epcot, there is one or two quick strobes when Figment takes over the ride (just before you were supposed to enter the taste and touch labs).
