I haven't noticed it in WDW but in Disneyland I've seen cast members leaving the park in costume all the time. Many of them walked out of the park and sat and waited for the bus. So it isn't totally true that Disney doesn't let costumes leave property. But they are two different resorts so the rules might be different.
WDW does indeed allow CMs to check out a certain number of wardrobe parts at a given time. This allows Disney to not have to pay them to be on the clock getting costumes each day, and allows for CMs to ensure they have costumes that fit. However the CMs are responsible for those wardrobe items, and are supposed to return them when no longer needed/no longer employed. Pieces do definitely still wander off, but historically WDW wouldn't let CMs keep/buy old pieces that no longer met quality standards/design changes. Which is why when costume pieces like bellhops and butlers/maids ended up on eBay they command high prices as they were very hard to get. Themeparkconnection has been selling a much larger amount of costuming recently, so Disney may have changed policy regarding old costume pieces disposal.
