No, those are not double or staggered seats. They can fill the back row with two water dummies. But the easiest way to strap one dummy per row is to strap them to the side and they need to stagger them to balance the log.

If major changes are made to a ride, it needs to be recertified. I don't know if these are new logs, but they replaced the flume for the final drop, so that would be enough to have to retest everything.

As has been noted before, replacing the entire flume for side-by-side seating in the logs would require expensive structural changes to the entire attraction.
