Universal seems to have a knack for leaving constructed attractions empty without any explanation. The Jaws attraction was built right along with the rest of Universal Studios before it opened but it sat with nothing going on for years and Universal just played it off like there wasn't even a ride back there. I remember seeing part of the empty waterway from the backside for the first time around 11 years ago and thinking how strange it looked. Of course, from the back, it can be a little hard to tell where you are in the park and I didn't at first realize what it was... BTW, in case anyone is curious, the ride did not initially open with the park because it did not operate properly and Universal was tied up with big lawsuits both with the company that designed it and the company that constructed it which halted any efforts to fix and open the attraction for quite a while...
