Uh, I don't think anyone said they were getting out of their boat/Sea Racer, so where are you getting that they are "walking around the bottom of bay lake?" You can drive the boat over towards that area to view parts of River Country (just like you can view other parts of WDW from Bay Lake without getting out of your boat)!Parts are in bay lake, walk around that on the bottom of bay lake, the gators await you’

i think i read this somewhere before, that the cost of refurbishing something is much lower than actually building when it comes down to it. If they leave it alone, it will be considered a "refurb" and cost them less to develop there if they chose to.
very true! didnt even think of that. Either way its interesting it just sits there.It all depends on current code. River Country was constructed before the ADA. If Disney chose to refurb, they'd have to bring everything up to various codes. Sometimes retrofitting is more expensive than new build.
