Someone with special effects software has edited it in to their video. Fake. It is part of the set of videos uploaded in October a year or two ago as part of viral marketing for Halloween. Disney have not confirmed it but it was pretty obvious.

I know that it is not a real ghost, but people in the comments said that sometimes during Halloween CM's would turn on that special effect every once and a while, so I don't know what to believe.

It's not a real effect. A person has filmed ToT, put it on their computer and edited it. The ghost effects in the drop zone are on the inside and are just glowing mannequins.

I'm sure they based it on the Movie - Psycho from 1960 the Bates' motel was featured in it. Also that image is a film still not from the replica house in FL.

in the queue line when you are walking before you actually get in the tower there are windows COVERED in dust and if you look closely you see all that I listed and a hidden mickey I believe the hidden mickey I found the rest ill have to take photos of next time I go!
