Can anyone eat at the restaurant there or do you have to be military as well?

I think you have to have a military ID to get through the gate. However, when they do their Octoberfest, it is open to the public.

Honestly outside of breakfast I don't know anyone who would want to and I stay at SoG ~20 days a year.
The menu at Mangino's looked good

You don't because the golf courses are inside the gate. You can just show a driver's license, same as any WDW resort. They may not let you in the garage though.
Honestly not sure about the restaurant but we never had to show ID in the sports bar. The store is AAFES so you have to show ID to purchase. Of course all that can change anytime.
