It varies by location, but it basically became dependent on where the drink machines were located, if located after the registers, refills were allowed, otherwise no, with a few exceptions. Basically, if in doubt, just ask.

But I think not allowing refills is absurd considering the soda costs them literally nothing due to their deal with Coke, they pay for the cups and get the soda free.
