I do like that they themed it to the Mansion. Is it a safety reason that they have to cover up that gap?

It is just a decorative item to cover the unsightly mechanical parts left behind when taking out a buggy. The did something decorative instead of just a plain black box or something. It is safety to a degree if someone fell on an exposed piece of metal like it is bad things would happen.

They have updated the Haunted Cooler Upcharge event...It now is only one non-alcoholic O'Douls beer and includes a souvenir "Master Gracey's Ale" cup and napkin. Price is now $53.99 for Adults, Children receive Orange Drink in a Souvenir Cup for $47.99...
