Do disney allow this in the parks or resorts? Is there any charge for a selected area such as the rose gardens in magic kingdom etc?

As far as I know anyone is free to propose in a public area of the park as long are disrupting the park like jumping in front a a parade float or in the middle of a performance. You can pay for extras like a photographer, characters being present etc. Many people have proposed in the rose garden - my cousin was engaged there and they only paid for the photographer to capture the moment.

If it's a spontaneous thing, I don't think Disney would have any say in it, unless something bigger was planned.
In the case of wanting a bigger proposal plan, I would imagine for the right price Disney would put something together like they do with weddings and receptions.

One time we were MK and a couple (not same sex though) jumped the barrier ropes to the castle's stage and he proposed to her. Everyone was cheering until some CM's tried to stop it and the crowd went nuts booing! The CM's backed away and let her put the ring on and they kissed (everyone watching was clapping) and then the CM's escorted them away. The stage between shows is probably NOT the best place to get engaged, .

I would just propose on Main Street in front a photo pass guy. Disney proposal on a dime.
