Addressing the original post about BoG soft openings, this has been posted in the D23 New Fantasyland Preview FAQ:
Can I make reservations for Be Our Guest Restaurant?
Be Our Guest Restaurant will not be serving food or beverages during the Preview events. If you would like to make reservations for a future date, reservations are being taken now for dates starting November 19 at www.disneyworld.com/dining or (407) WDW-DINE or (407) 939-3463.
