1st, Victoria & Albert's is in a class of its own - excellent food & service, and unique atmosphere, but I recognize that many simply find it too expensive. (I'm one of those who thinks its totally worth it for a special occasion).
Jiko and California Grill are both excellent. The grounds around Animal Kingdom Lodge, and the Lodge itself, are excellent 'support' for the romance of Jiko, where the dining room is very pretty, and there are constant 'sunsets' created by the lighting. A before and/or after meal walk around there is very romantic. There's also a great wine list.
As for California Grill, fireworks from the observation deck at the Contemporary are great, and a walk out by the lake after dinner is pretty romantic. As with many Disney dining locations, the actual dining area can be a bit too loud to really qualify as 'romantic', though there is a 'side room' that's a bit better (can't recall what they call it right now).
Citricos is excellent, but not sure it offers the same 'romance' level as these others .... the open kitchen means it is also pretty loud ...
