Just completed a four night stay at the Riviera. It is beautiful and very well done.

Except for the painters who smoke and blow their deadly cigarette smoke all over the place.

Talked to persons at the front desk about the smoking but No they do not care as no action was taken. That is disgusting.

Happy to report there are no scooters in the hallways blocking emergency degrees.

The stay also put me back on the list as having stayed at every DVC resort.

I'm not a smoker so I'm on your side that it's gross and you wouldn't think it would be around WDW from workers. But I don't see how it could be enough to ruin someone's experience or vacation.
It would definitely make it imperfect, though. The smoke will linger and I could see how it would bother me if I was paying a fortune for my room. I'd advise @lemon peeler to write in to complain if it really bothered them.

I'm not sure why the front desk didn't think this was actionable, doesn't it violate the non-smoking indoors rule for workers?

Also, I take it that they hadn't seen the TV Movie episode, "The Steel Inferno," of the 70's series, Emergency! I seem to recall that the office tower fire in that episode was started by a painter smoking and carelessly tossing his cigarette onto a thinner-soaked tarp or some rags left in the emergency stairwell.

I think it depends on the extent to which the smoke actually permeates the room and/or hotel -- the OP didn't really specify, so it's hard to know.

Walking through a drifting cloud when you enter or exit the building because of people smoking near the entryway outdoors? I'd chalk that up to a small annoyance. If, however, the smoke is indoors, and is stinking up common areas or making its way into one's room (especially if there's someone with asthma or COPD in your party), I can see how that would be a big problem.
