You are correct. Century III had to go through close to 12000 images to pick out those that best fit the RoE theme.

That would be the last burst of fire that cleans out the left over gas from the pyro tubes... ;)

I have seen this a couple times from the parking lot, I belive they fire-off unspent pyro and/or burn off unused LP from the inferno barge.

You bet!

In order to burn off the left over gas on the inferno barge, they turn all of the nozels on full and let it go. It is a HUGE flame. I mean HUUUUUUUUUUGE. Almost 4 times larger than those used in the RoE show itself.

Its a little more difficult than that. Thinking logically, steel would rust to fast if it were under water. The base is only around one to one and a half feet tall. In other words, what material does the torch sit on?
