Yep they are meant to be mostly permanent. The daytime aspect is being covered by the dual purpose of the fountains.

It's nice to see them doing something with the barges if they're always going to be there. A giant fountain could look really nice depending on how it ends up looking.

I'll wait till I see it in person but so far I can't say I'm a fan of these things out in the lagoon 24/7.
