They're very different experiences. Hall of Presidents is mostly centered around the stage filled with AAs of every president, Abraham Lincoln delivering the Gettysburg Address, and Obama speaking for a bit, with narration from Morgan Freeman. I've seen Turtle Talk several times; its charm really depends on how good the actor doing Crush is and if the kids have decent questions. Sometimes it's a little lackluster. Last time I saw it, the actor was terrific, the kids were fun, and it was everyone's favorite part of The Seas, by far.Turtle Talk is a cool concept.

You're wrong and I hate you.MuppetVision, for me, is one of the reasons I go to WDW. It's the last great thing Jim worked on, and for me, it's pure magic. I know a lot of people hate it, for reasons I cannot imagine, but to each their own.
