They could. They have TP and Atlantis. The issue is someone would have to come up with a viable event concept for them. Chicken Little does show up every couple years

Not that I've ever heard, but then, it's not like there's a huge demand for Treasure Planet among the target WDW audience.

One of my favorite Disney movies that I feel doesn't get respect at all at the Parks is The Hunchback of Notre Dame. Quasimodo, Esmeralda, Phoebus, Frollo, Clopin, and The Gargoyles would be great character additions to the Parks in my opinion. I also think the Orange Bird is extremely cute.
