Yes and yes.

There are stops above the main entrance, frontier land and fantasyland. It's a nice relaxing ride with a view of the park you wouldn't otherwise see. There are also some little scenes set in the woods that are nice to look at. We make it a point to ride at lease once every trip.
Yes. And also, a nice way to relax and sit down for a hot second when you need a break. Do not, however, make the mistake (as we did, once) to use the Railroad for naps. It is much too noisy at times.

If nothing else, it's a wonderful way to cross the park when your feet are tired. (Stations are located on Main Street at the park entrance, Frontierland next to the Splash Mountain entrance, and Fantasyland next to the Barnstormer (with a walking path along the railway from the Fantasyland station into Tomorrowland). Not an "exciting" attraction, but an enjoyable and worthwhile one.
