Disney sees the whole thing as an excuse to save money. It can't be that hard to fix but it will take them years. Nothing at Disneyland is done traditionally anymore. The Mark Twain signing to the engine man with a bell is for show. There is no engine man. The captain starts the boat and controls the throttle. The wheel does nothing. It's just fun to be invited up their to sign the book and blow the whistle.

Why isn't using the gps on their handhelds a realistic solution or talking via radio? Why is there no backup? Other theme parks have trains.

They're stating that a possible reason for the delayed signal fix is that Disney was waiting to combine it with the work to be done on The Haunted Mansion garden queue.
