Might those be fish water tanks in the background of the picture? Just wondering if it might be Coral Reef?
That’s what I’m thinking but not sure, I was too young to remember and that was the last time my parents went so they have no clue

There are definitely "fish" paraphernalia on the wall, but that photo doesn't look like the Coral Reef as I remember it. My first thought was that it was upstairs in Columbia Harbour House.

Don't think it's Coral Reef. My guess it would be perhaps one of the Disney Village (now Disney Springs) character meals that used to exist. Chef Mickey's was there until the mid-90s, they also used to do a character meal for a brief period at the Empress Lily River Boat (now Paddlefish - which would make sense given Minnie's nautical costume). I think they also had a temporary character meal at Cap'n Jacks at one point, too.

The foot is throwing me off. My guess is Coral Reef also.

Those are clearly blue-tinted windows at the top - something Coral Reef doesn't have. Nor does it have the wood beams on the ceiling.

After doing a bit more research, I think it is most likely Empress Lilly (now Paddlefish) which had a character dining for a while in the 90s.

I agree, those are windows at the top and not fish tanks. Though there are pictures of fish art work on the walls. With Minnie wearing a navy styled hat, I wonder if maybe it was Capt Jack Restaurant? the top small rectangle windows kinda match. Plus Walt Disney World Village had darker color patterns as well.
Here's outside showing small windows at top that kinda match OP pic.

Could also be Empress Lilly as well. but pics I could find all had larger windows in Empress Lilly.

Ah HAH! Since Minnie is there isn't some place that offered character meals?
Coral Reef used to offer character dining (I think). Does anyone recall if it was ever significantly re-furbished? The back (non-tank) wall and ceiling that is there now don't match this picture but perhaps it looked different 21 years ago?

Empress Lilly used to offer character meals in the mid-90s, which is what makes me think it is there. Cap'n Jacks is also possible, if they ever had a brief run of character dining after Chef Mickey's closed (before it opened at the Contemporary).

Definitely not Coral Reef. Those are windows at the top - something Coral Reef has none of. It also never had wood trim as indicated here.
