dadisneynutter - are you sure your English teacher, from England and called Mr. English, saying things like "spot of tea" isn't really Mr. Bean in disguise? He could of course, have a spot of tea on his shirt or something, spilled at breakfast or one of the other ten occasions during the day when he may have been drinking it (I'm sure they put crack cocaine or something like that in tea. It's addictive!)
I missed out a few of the earlier posts, so it's "Guv'nor" not "Gov'nor" and it's usually uttered by black cab drivers (that's people who drive black cabs, not black people who drive cabs, just in case you were wondering)
